mysterious recipe

I'm cleaning out my office and found this:

1 gallon water
1 tbsp baking soda
1 tbsp veg. oil
1 tbsp dish soap (unscented)

A recipe, I suppose. Either for a delightful beverage or as a natural insecticide. I'll find out this weekend...
